The City

Mumbai is not an ordinary policing assignment.

The Brihan Mumbai commissionerate covers the island city and its suburbs under a single police jurisdiction, headed by the Commissioner of Police.

Brihan Mumbai concentrates, inside a narrow coastal strip, almost every variable that makes policing difficult. It is India's financial capital and the seat of its markets and exchanges. It moves millions of people every day through suburban rail, metro and road corridors that have almost no spare capacity. It hosts diplomatic missions, national institutions, a global film industry and a continuous calendar of public events.

It also carries a long institutional memory: decades of organised-crime networks, the serial bombings of the 1990s and 2000s, and the coordinated attacks of November 2008. That memory shapes how the force is structured and how it prepares.

Public service

The measure of a police service is whether it reaches people.

A police organisation can be well equipped, well staffed and well drilled and still fail the person who cannot get a complaint registered. Service delivery — access to a police station, a response to a call, an investigation that moves — is where institutional capability becomes visible to a citizen.

Speaking to reporters after assuming charge in Mumbai, Deven Bharti framed his stated priority in exactly those terms.

“I will try to give effective police service to all Mumbaikars. We will like to reach the last man standing on the ground in terms of providing police service and security net.”
